Any anticipated Member absences for votes this week should be reported to the Office of the Majority Whip at 226-3210. 


In order to secure five minutes of debate time on the Iraq Resolution, all Members are strongly encouraged to email the Majority Leader’s office via IraqDebateTime@mail.house.gov and identify three preferred times slots in order of preference as soon as possible:

  • Tuesday: Noon 3:00 p.m., 3:00 – 6:00 p.m., 6:00 – 9:00 p.m., 9:00 p.m. – Midnight;

  • Wednesday: 10:30 a.m. – 3:00 p.m., 3:00 – 6:00 p.m., 6:00 – 9:00 p.m., 9:00 p.m. – Midnight;

  • Thursday: Noon – 3:00 p.m., 3:00 – 6:00 p.m., 6:00 – 9:00 p.m., 9:00 p.m. – Midnight.

 

Floor Schedule and Procedure

  • H. Res. 157- Rule providing for consideration of H.Con.Res. 63:  The House will begin with a Closed Rule providing for a straight up-or-down vote on the President’s proposal announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq.  The rule provides for the following general debate in the House:  1) not beyond midnight on Tuesday, February 13, 2007; 2) not beyond midnight on Wednesday, February 14, 2007; and 3) 12 hours beginning on Thursday, February 15, 2007.  All debate is equally divided and controlled by the Majority and Minority Leader or their designees.  The rule provides that the Majority Leader at any time, after consultation with the Minority Leader, may extend debate time.  Finally, the rule allows for one motion to recommit which may not contain instructions. (Note that motions to recommit with instructions are not normally permitted on concurrent resolutions.) The Rule will be managed by Rules Committee Chair Louise Slaughter and will proceed in the following order:
    • One hour of debate on the Rule.
    • Possible vote on the Democratic motion to move the previous question. Democrats are urged to VOTE YES.
    • Vote on adoption of the Rule. Democrats are urged to VOTE YES.
  • Postponed Suspension Votes: At some point today, it is expected that the House will take recorded votes on at least one of the following two suspension bills debated on Monday:
    1. H.Res. 122 - Recognizing the significance of the 65th anniversary of the signing of Executive Order 9066 by President Franklin D. Roosevelt and supporting the goals of the Japanese American, German American, and Italian American communities in recognizing a National Day of Remembrance to increase public awareness of the events surrounding the restriction, exclusion, and internment of individuals and families during World War II (Rep. Honda – Judiciary)
    1. H.R. 437 - To designate the facility of the United States Postal Service located at 500 West Eisenhower Street in Rio Grande City, Texas, as the "Lino Perez, Jr. Post Office" (Rep. Cuellar – Oversight and Government Reform)
  • H. Con. Res. 63 -- Disapproving of the decision of the President announced on January 10, 2007, to deploy more than 20,000 additional combat troops to Iraq: Next the House will proceed with general debate on H. Con. Res. 63.  Debate will be managed by Armed Services Committee Chair Ike Skelton and Foreign Affairs Committee Chair Tom Lantos or their designees.  Each Member will have an opportunity to speak for five minutes on the resolution. Debate on the resolution today will end when there are no additional member requests for time, but will not go past midnight.

Disapproving of the decision of the President announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq.

Resolved by the House of Representatives (the Senate concurring), That—

(1) Congress and the American people will continue to support and protect the members of the United States Armed Forces who are serving or who have served bravely and honorably in Iraq; and

(2) Congress disapproves of the decision of President George W. Bush announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq.
